為進(jìn)一步完善科學(xué)基金人才資助體系，充分發(fā)揮科學(xué)基金引進(jìn)和培養(yǎng)人才功能，吸引海外優(yōu)秀青年人才來(lái)華工作，國(guó)家自然科學(xué)基金委員會(huì)（以下簡(jiǎn)稱(chēng)國(guó)家自然科學(xué)基金委員會(huì)）自2021年起設(shè)立國(guó)家自然科學(xué)基金（海外）杰出青年科學(xué)基金計(jì)劃（以下簡(jiǎn)稱(chēng)杰出青年科學(xué)基金計(jì)劃）。

北京量子信息科學(xué)研究院（以下簡(jiǎn)稱(chēng)BAQIS）誠(chéng)摯邀請(qǐng)全球人才申報(bào)2025年度杰出青年科學(xué)基金計(jì)劃（海外，補(bǔ)輪）！

一、 量子院簡(jiǎn)介/BAQIS Introducti

on量子院是由北京市政府牽頭，聯(lián)合北京多家頂級(jí)學(xué)術(shù)單位共同成立的新型研發(fā)機(jī)構(gòu)。 量子院的宗旨是瞄準(zhǔn)世界量子物理與量子信息科技前沿和國(guó)家在量子信息技術(shù)等領(lǐng)域的戰(zhàn)略需求，創(chuàng)新體制機(jī)制，整合北京現(xiàn)有量子物態(tài)科學(xué)、量子計(jì)算、量子通信、量子材料與器件、量子精密測(cè)量等領(lǐng)域優(yōu)勢(shì)資源，建設(shè)量子信息科技綜合性實(shí)驗(yàn)和研發(fā)平臺(tái)，匯聚全球杰出科技人才及其創(chuàng)新團(tuán)隊(duì)，開(kāi)展重大科技任務(wù)攻關(guān)，在量子信息科學(xué)領(lǐng)域產(chǎn)出一批重大原始創(chuàng)新成果，努力打造成為協(xié)同攻堅(jiān)、引領(lǐng)發(fā)展的國(guó)家戰(zhàn)略科技力量。 量子院將結(jié)合北京“國(guó)際科技創(chuàng)新中心”的戰(zhàn)略定位，積極承接國(guó)家重大任務(wù)，實(shí)現(xiàn)前瞻性基礎(chǔ)研究、引領(lǐng)性原創(chuàng)成果重大突破。引進(jìn)、培養(yǎng)和集聚一批量子信息科學(xué)領(lǐng)域高水平人才，在量子物態(tài)科學(xué)、量子通信、量子計(jì)算、量子材料與器件、量子精密測(cè)量等方面開(kāi)展科技攻關(guān)，打造世界一流研發(fā)機(jī)構(gòu)。

BAQIS is an innovative research institution, sponsored by Beijing municipal government, and founded with partnership of leading research institutions such as Chinese Academy of Sciences, Peking University, Tsinghua University, etc. BAQIS focuses on the fundamental and frontier issues of quantum physics and quantum information science and technology. It has integrated great resources from its partnering institutions in terms of talents and facilities. It has developed advanced synergetic R&D and measurement platforms to be shared across the world, with an attempt to attract top-notch global talents to forge a world leading research force for the research of quantum information science and technology. The research areas of BAQIS include Quantum State of Matter, Quantum Computation and Quantum Communication, Quantum Materials and Devices, and Quantum Precision Measurement, etc.

二、 國(guó)家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）/ Science Fund Program for Distinguished Young Scholars (Overseas)

1項(xiàng)目介紹/Program Positioning

自2021年起，國(guó)家自然科學(xué)基金委員會(huì)設(shè)立國(guó)家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）。旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國(guó)（來(lái)華）工作，自主選擇研究方向開(kāi)展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng)，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國(guó)建設(shè)貢獻(xiàn)力量。

The Science Fund Program for Distinguished Young Scholars (Overseas) aims to attract and encourage outstanding young scholars from overseas (including non-Chinese foreign talents) who have made achievements in natural science, engineering and technology to return to China and carry out innovative research in their own choice of research direction, promote the rapid growth of young scientific and technological talents, cultivate a number of outstanding academic backbones who are expected to reach the frontier of science and technology in the world, and contribute to building national strength in science and technology.

2申請(qǐng)條件/Applicant Requirements

1.遵守中華人民共和國(guó)法律法規(guī)，具有良好的科學(xué)道德，自覺(jué)踐行新時(shí)代科學(xué)家精神；

2.出生日期在1985年1月1日（含）以后；

3.具有博士學(xué)位；

4.研究方向?yàn)榱孔有畔⒖茖W(xué)（量子計(jì)算、量子通信、量子精密測(cè)量等）；

5.在取得博士學(xué)位后至2025年9月15日前，一般應(yīng)在海外知名高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)等獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求（不適用于通過(guò)中外聯(lián)合培養(yǎng)方式取得海外博士學(xué)位的情況）；

在海外工作期間，同時(shí)擁有境內(nèi)帶薪酬職位的申請(qǐng)人，其境內(nèi)帶薪酬職位的工作年限不計(jì)入海外工作年限。

6.取得同行專(zhuān)家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

7.申請(qǐng)人尚未全職回國(guó)（來(lái)華）工作，或者2024年1月1日以后回國(guó)（來(lái)華）工作。獲資助通知后須辭去海外工作并全職回國(guó)（來(lái)華）工作不少于3年。

Applicants should meet the following requirements:

(1) Abide by the laws and regulations of the People’s Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;

(2) Have a date of birth after January 1, 1985;

(3) Have a doctorate degree;

(4) The research direction is mainly in quantum information science (quantum computation; quantum communication; quantum precision measurement), etc.;

(5) Before September 15,2025, the applicant should have obtained a formal teaching or research position in a prestigious overseas university, scientific research institution, or corporate research and development institution, and have more than 36 months of continuous work experience; for those who have obtained a doctorate degree overseas and have particularly outstanding performance, the limitation of work experience may be appropriately relaxed (not applicable to those who obtained doctorate degree through joint-supervision program);

(6) The applicant shall have obtained the achievement of scientific research or technology and other achievements recognized by peer experts, and have the development potential of becoming an academic leader or outstanding talent in related field;

(7) The applicant has not yet returned to work in China on a full-time basis, or returned (came) to work in China after January 1,2024. The applicant must resign from the overseas work or have no work overseas after being notified of the grant of funding and return (come) to work in China full-time for at least 3 years.

限項(xiàng)要求：執(zhí)行中央有關(guān)部門(mén)關(guān)于國(guó)家科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國(guó)家科技人才計(jì)劃支持期內(nèi)只能承擔(dān)一項(xiàng)，不能逆層次申請(qǐng)。

對(duì)于已申請(qǐng)2025年度上半年優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）的申請(qǐng)人，因時(shí)間結(jié)點(diǎn)原因?qū)е虏环�合�?dāng)時(shí)申請(qǐng)條件、但符合新增批次申請(qǐng)條件的，可申請(qǐng)新增批次項(xiàng)目；其他申請(qǐng)人不得在新增批次重復(fù)提交申請(qǐng)。

已申請(qǐng)2025年度其它同層次國(guó)家科技人才計(jì)劃的，不得在新增批次申請(qǐng)優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）。

Requirements for limited programs: 

The Science Fund Program for Distinguished Young Scholars (Overseas) implements the requirements of limited programs of the Science Fund Program for Distinguished Young Scholars in the National Natural Science Fund Guide. Those who applied for or are undertaking the Science Fund Program for Distinguished Young Scholars in the current year are not allowed to apply for Science Fund Program for Distinguished Young Scholars (Overseas, Supplementary Round).

01.薪酬福利待遇/Compensation and Benefits

1.量子院提供有競(jìng)爭(zhēng)力的薪酬，稅前年薪70萬(wàn)元起，特別優(yōu)秀者一事一議；

2.量子院繳納社保、公積金15萬(wàn)元/年起；

3.科研績(jī)效獎(jiǎng)勵(lì)；

4.企業(yè)年金；

5.實(shí)行薪酬動(dòng)態(tài)增長(zhǎng)機(jī)制、提供崗位晉級(jí)機(jī)會(huì)；

(1) BAQIS provides competitive salary, annual pre-tax salary starts from 700,000 RMB. For those who have outstanding academic achievements, salary can be negotiated on a case by case basis;

(2) BAQIS provides social insurance and housing fund starting from 150,000 RMB per year;

(3) Research performance bonus;

(4) Supplementary pension fund;

(5) BAQIS provides opportunity for promotion and salary growth;

(6) Commercial insurance for the employee and their spouse and dependent children.

02科研資源配置/Research resources

1.國(guó)家資助：100-300萬(wàn)元，資助期限3年;

2.量子院配套提供持續(xù)穩(wěn)定的科研經(jīng)費(fèi)（理論類(lèi)，科研經(jīng)費(fèi)300萬(wàn)元起。實(shí)驗(yàn)類(lèi)，科研經(jīng)費(fèi)1000萬(wàn)元起）；

3.提供良好的辦公用房、科研平臺(tái)、實(shí)驗(yàn)室空間與科研支撐服務(wù)，以及博士后招收指標(biāo)。

(1) National Funding: 1 million-3 million RMB. Funding period: 3years;

(2) BAQIS provides matching sustainable and stable research funds. For theoretical physicists, research funds start from 3 million RMB. For experimental physicists, research funds start from 10 million RMB;

(3) BAQIS provides offices and laboratories in good-conditions. BAQIS provides postdoc recruitment quota.
