國家自然科學(xué)基金委員會(huì)實(shí)施國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目(海外),旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者(含非華裔外籍人才)回國(來華)工作,促進(jìn)青年科學(xué)技術(shù)人才的快速成長,培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干,為科技強(qiáng)國建設(shè)貢獻(xiàn)力量。

資助強(qiáng)度:100-300萬元

資助期限:3年

The Excellent Young Scientists Fund Program (Overseas) of NSFC aims to attract and encourage excellent international talents who have achieved notable accomplishments in natural sciences, engineering, and related fields to come to China, and foster a rapid development of young scientific and technological talents. The program seeks to cultivate a great number of promising key academic personnel capable of making contributions at the forefront of global science and technology, thereby contributing to the construction of a technologically strong nation.

For those who are successfully selected into this program, a1-3 million yuan award will be offered in a 3-year period.

二、醫(yī)院簡(jiǎn)介

重慶醫(yī)科大學(xué)附屬第一醫(yī)院于1957年由原上海第一醫(yī)學(xué)院(現(xiàn)復(fù)旦大學(xué)上海醫(yī)學(xué)院)部分專家西遷來渝創(chuàng)建,集醫(yī)療、教學(xué)、科研、預(yù)防、保健及涉外醫(yī)療于一體,是重慶領(lǐng)先、西部一流、國內(nèi)知名的三級(jí)甲等綜合性教學(xué)醫(yī)院。醫(yī)院現(xiàn)有一院多區(qū),在同質(zhì)化管理與差異化發(fā)展戰(zhàn)略下,形成了特色鮮明、功能互補(bǔ)的發(fā)展格局。在國家三級(jí)公立醫(yī)院績效考核中,醫(yī)院連續(xù)六年排名重慶市首位,位居國內(nèi)醫(yī)院“第一方陣”。

The First Affiliated Hospital of Chongqing Medical University was founded by experts relocating from the former Shanghai First Medical College (now Shanghai Medical College of Fudan University) to Chongqing in 1957. It has become a leading Class-A tertiary general teaching hospital in Chongqing, first-class in western China, integrating medical treatment, teaching,scientific research, prevention, healthcare and international medical services. It has a main campus as the operating core and multiple characteristic hospital campuses. Adhering to the strategy of homogenized management and differentiated development, it has formed a distinctive pattern of complementary functions across its campuses. Notably, the hospital has consistently ranked first in Chongqing for six consecutive years in the National Performance Evaluation of Tertiary Public Hospitals, firmly remaining its position within the leading tier among domestic hospitals.

（一）專業(yè)及研究方向

聚焦基礎(chǔ)研究、前沿技術(shù)研究、轉(zhuǎn)化醫(yī)學(xué)研究、交叉學(xué)科,包括但不限于以下專業(yè)及研究方向:基礎(chǔ)醫(yī)學(xué)類、臨床醫(yī)學(xué)類、生物科學(xué)類、生物醫(yī)學(xué)工程、人工智能與大數(shù)據(jù)、醫(yī)學(xué)信息、公共衛(wèi)生與預(yù)防醫(yī)學(xué)類等。

Focus on basic research, frontier technology research,translational medicine research,and interdisciplinary fields, including but not limited to the following field of study and research focus: basic medicine, clinical medicine,biological sciences,biomedical engineering,artificial intelligence and big data,medical informatics, public health and preventive medicine, etc.

（二）申報(bào)條件

具體申報(bào)條件請(qǐng)以2025年國家發(fā)布的同類型項(xiàng)目指南為準(zhǔn)。

The following content mainly refers to the guideline of 2025 Excellent Young Scientists Fund Program (Overseas) of NSFC.

1.遵守中華人民共和國法律法規(guī),具有良好的科學(xué)道德,自覺踐行新時(shí)代科學(xué)家精神;

Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era;

2.出生日期在1985年1月1日(含)以后; 

Be born on or after Jan 1, 1985;

3.具有博士學(xué)位;

Hold a doctoral degree;

4.研究方向主要為自然科學(xué)、工程技術(shù)等;    

The main research focus shall cover natural sciences, engineering, and related fields;

5. 至2025年9月15日前,一般應(yīng)在海外知名高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位,且具有連續(xù)36個(gè)月以上工作經(jīng)歷;在海外取得博士學(xué)位且業(yè)績特別突出的,可適當(dāng)放寬工作年限要求(不適用于通過中外聯(lián)合培養(yǎng)方式取得海外博士學(xué)位的情況);

在海外工作期間,同時(shí)擁有境內(nèi)帶薪酬職位的申請(qǐng)人,其境內(nèi)帶薪酬職位的工作年限不計(jì)入海外工作年限。

By September 15, 2025, the applicant is generally expected to have held a formal teaching or research position at an overseas university,research institution,or corporate R&D institution,with a continuous work experience of at least 36 months. For those who have obtained a doctoral degree overseas with outstanding achievements, the work experience requirement may be appropriately relaxed;

For applicants concurrently holding a paid domestic position while working overseas, that domestic employment period is excluded from their overseas work experience calculation.

6. 取得同行專家認(rèn)可的科研或技術(shù)等成果,且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Α?/p>

Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.

7.申請(qǐng)人尚未全職回國(來華)工作,或者2024年1月1日以后回國(來華)工作。獲資助通知后需辭去海外工作或在海外無工作,全職回國(來華)工作不少于三年。

Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1,2024, must resign from their overseas positions or have no employment overseas upon receiving the funding notification.They are required to work full-time in China for a minimum of3 years.

限項(xiàng)要求:

執(zhí)行國家科技人才計(jì)劃統(tǒng)籌銜接的相關(guān)要求。同層次國家科技人才計(jì)劃只能承擔(dān)一項(xiàng),不能逆層次申請(qǐng)。

對(duì)于已申請(qǐng)2025年度上半年優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)的申請(qǐng)人，因時(shí)間結(jié)點(diǎn)原因?qū)е虏环�合�?dāng)時(shí)申請(qǐng)條件、但符合新增批次申請(qǐng)條件的，可申請(qǐng)新增批次項(xiàng)目;其他申請(qǐng)人不得在新增批次重復(fù)提交申請(qǐng)。

已申請(qǐng)2025年度其它同層次國家科技人才計(jì)劃的，不得在新增批次申請(qǐng)優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)。

Limitations:

To align with national policies on coordinating science andtechnology talent programs, applicants may hold only one national science and technology talent project at the same tier.Applications for lower-tier programs are not permitted while applicants already hold a higher-tier project.

Applicants who previously applied for the 2025The Excellent Young Scientists Fund Program (Overseas,First Batch) but were ineligible due to time-limitation requirements may apply in the new batch if now qualified. The other applicants are strictly prohibited from resubmitting applications in the new batch.

Applicants who have applied for other same-tier national talent programs in 2025 are not allowed to apply for the Overseas Young Scholars Program in this batch.

（三）薪酬福利

1.薪酬100萬元/年(科研成果額外獎(jiǎng)勵(lì))

2.安家補(bǔ)貼面議

3.可依據(jù)條件,通過綠色通道聘為重慶醫(yī)科大學(xué)特聘教授、博士生導(dǎo)師，配置研究生指標(biāo)。

4.提供相應(yīng)配套科研經(jīng)費(fèi)(最高800萬)

1.Salary:1 million yuan/year (additional rewards for scientific research achievements).

2.Setting-in allowance: negotiable.

3.Applicants can be appointed as the distinguished professors and doctoral supervisors of Chongqing Medical University through the green channel based on the conditions and be allocated postgraduate quotas.

4.Provide corresponding scientific research funds (up to 8 million yuan).
